Findings

Sunset Terrace has critical failures across every category and presents potential habitability concerns that warrant immediate regulatory attention.

Maintenance is severely understaffed with a single part-time handyman serving 80 units. During our inspection, we documented 12 open maintenance requests older than 30 days, including a broken AC unit in a second-floor apartment.

Pest control is inadequate. Multiple units showed evidence of rodent activity. Entry points along the building's foundation have not been sealed despite tenant reports.

The move-out process has generated numerous complaints regarding security deposit returns. Our review of available documentation suggests deposits are being improperly withheld for pre-existing conditions.

The pool, the building's primary amenity, had a cloudy appearance during inspection and chemical levels were not posted as required by county health regulations.

Management communication is essentially non-existent. No online portal, no regular updates, and our auditor's calls to the management office went unanswered on two occasions.

Recommendations

1. Hire at least two full-time maintenance technicians immediately
2. Contract a professional pest control company for rodent exclusion and ongoing treatment
3. Audit all security deposit records and refund any improperly withheld funds
4. Bring pool into compliance with county health regulations
5. Implement a resident portal and regular communication schedule
6. Conduct a building-wide safety inspection addressing fire safety, lock functionality, and structural concerns
7. Consider engaging a professional property management company
